On October 20, 2025, the European Parliament adopted the final text of the ‘one substance, one assessment (OSOA)’ package, which “aims to improve the efficiency, effectiveness, coherence and transparency of safety assessments of chemicals across Union legal acts.”
The OSOA package is made up of three proposals that are intended to:
- Create a common data platform on chemicals and establish a monitoring and outlook framework for chemicals “to increase the level of protection of the environment and human health from the risks arising from chemicals”
- Re-attribute scientific and technical tasks to the European Chemicals Agency “to benefit from its expertise and capabilities in the assessment of chemicals”
- Re-attribute scientific and technical tasks to improve cooperation among Union agencies in the area of chemicals, including the European Chemicals Agency, the European Food Safety Authority, the European Environment Agency, and the European Medicines Agency, to “simplify the current set-up, improve the quality and coherence of safety assessments across Union law, and ensure more efficient use of existing resources”
The European Parliament first voted in favor of the OSOA package in April 2025 (FPF reported) before reaching a provisional agreement in June 2025 with the EU Council of Ministers. With the adoption of the final text by the European Parliament, the EU Council of Ministers will now need to formally adopt the text. The OSOA package will then enter into force 20 days after it has been published in the EU’s Official Journal.
