Bisphenols are a group of chemicals widely used in plastic consumer products, including food packaging. Our recently updated background article provides an overview of application, toxicity, and regulation of bisphenols, particularly bisphenol A (BPA, CAS 80-05-7), bisphenol S (BPS, CAS 80-09-1), bisphenol F (BPF, CAS 620-92-8) . However, regulatory updates of BPA and other bisphenols are ongoing.
BPA and PFAS bans in India
On October 6, 2025, the Food Safety and Standards Authority of India (FSSAI) issued a draft regulation proposing a ban on the use of per- and polyfluoroalkyl substances (PFAS) in the manufacturing of food contact materials (FCMs). The draft further states that food contact materials produced using polycarbonate or epoxy resins must be free fromBPA and its derivatives.
The new requirements are scheduled to take effect on December 10, 2025, sixty days after their publication in the Indian Gazette.
Earlier in March 2025, India approved the use of recycled polyethylene terephthalate (PET) in food packaging (FPF reported).
California requests information on bisphenols
On October 21, 2025, the California Environmental Protection Agency’s Office of Environmental Health Hazard Assessment (OEHHA) announced it has selected p,p’-bisphenols, a subset of bisphenols, for review regarding a possible listing under the Proposition 65 as causing reproductive toxicity. Many, if not all, of the most commonly used bisphenols fall under this category including BPA, BPS, BPF, bisphenol AF (BPAF, CAS 1478-61-1), and related analogues.
Proposition 65 is a California law that requires businesses to warn consumers if a product contains chemicals known to cause cancer, birth defects, or other reproductive harm.
The comment period is open until December 1, 2025.
