Türkiye allows recycled plastics for food contact

Türkiye amends its food contact materials regulation, allowing the use of recycled plastics in food contact materials; operators must implement quality control measures; entered into force on September 15, 2025

On September 15, 2025, the Turkish Ministry of Agriculture and Forestry submitted an amendment to the Turkish Food Codex Regulation on Food Contact Materials and Articles to the World Trade Organization. 

The amendment introduces a new paragraph under Article 21, permitting the use of recycled plastics in the production of materials and articles intended to come into contact with food, in accordance with the Regulation on the Use of Recycled Plastics in Materials and Articles in Contact with Food. 

The annex to the amendment specifies that operators must implement a quality control system to ensure that plastics intended for recycling are not mixed with other types of plastics, materials, or waste at any stage of the reprocessing process.  

The amendment entered into force on the date of its publication. 

Previous research by the Food Packaging Forum (FPF) has highlighted potential concerns related to the presence of hazardous chemicals in recycled plastic food contact materials (FPF reported). FPF’s research emphasizes the importance of considering chemical migration, material stability over time, the chemical complexity of migrating substances, and the lack of comprehensive hazard data when evaluating the safety of recycled plastics for food contact applications.
